AI Spend Hit the Boardroom. Most of It Is Still Waste.

98% of FinOps teams now manage AI costs. Cloud waste still sits at 29%. The gap is not a pricing problem. It is a lifecycle problem.

AI cost is no longer an engineering line item. It is a board conversation.

The FinOps Foundation’s 2026 report is blunt: 98% of FinOps teams now manage AI spend, up from 63% last year and 31% two years ago. That is not gradual adoption. That is a category going from niche to default in twenty-four months. At the same time, Flexera’s 2026 State of the Cloud put estimated wasted IaaS/PaaS spend back at 29% — the first rise in five years.

Everyone is tracking AI. Almost nobody can explain what they got for it. And the waste is rising while the tracking improves.

The 2026 numbers, in one place

98%
of FinOps teams now manage AI spend
29%
estimated wasted cloud spend (first rise in 5 years)
78%
of FinOps teams report to the CTO or CIO
90%
manage or plan to manage SaaS costs

FinOps has also moved up the org chart. Seventy-eight percent of teams now report to the CTO or CIO, up from 61% in 2023. AI cost management is the single most desired skillset on those teams. Scope has widened past public cloud into SaaS, licensing, private cloud, and, for a growing minority, labor.

The Tokenomics Foundation’s 2026 survey of 472 companies makes the harder point: almost everyone uses frontier models. Far fewer can tie the spend to an outcome a CFO would sign. Visibility is “moderately confident” for many. Proving ROI is the top challenge. Caps and token limits are the default control — not unit economics.

Tracking AI spend is not the same as governing it. The 98% number is a milestone. The 29% waste number is the reality underneath it.

Where the waste actually lives

AI waste does not look like the old cloud waste. It is not just an idle VM.

Idle and over-provisioned GPU capacity. Teams buy clusters for a pilot, the pilot stalls, and the hardware keeps drawing power and license cost. That is the same pattern as the stranded infrastructure problem — equipment bought for a future state that has not arrived, now depreciating in place.

Token and model sprawl. Multiple teams call different frontier models for overlapping use cases. No one owns the prompt size, the retrieval path, or the cache. Small changes in prompt length or model choice swing the bill hard. Historical baselines do not forecast it.

Shadow AI and unused SaaS seats. Ninety percent of FinOps teams now touch SaaS. A large share of that is AI-enabled productivity tools bought by business units, half-adopted, never reviewed. The seat is paid. The value is not.

Data that should not be in the hot path. This is the connection most FinOps dashboards miss. If only 4.4% of enterprise file capacity is actively used, every retrieval-augmented generation job that indexes the whole share is paying to process ROT data — redundant, obsolete, or trivial. Bad data is not free. It is token cost plus storage cost plus risk.

Hardware that should have been retired. Last-generation accelerators, unused interconnect, and cooling capacity staged for a build that is still waiting on power or substrates. Left on the books, they depreciate. Moved through a certified secondary market with chain of custody, they return 40–55% before the residual value collapses.

Why this is a lifecycle problem, not a pricing problem

Most vendors sell you a dashboard. The dashboard shows the bill. It does not decide what stays live.

EcoGreen treats the same estate as five stages we actually own: Assess, Modernize, Optimize, Secure, Retire & Recover. AI spend touches all five.

  1. Assess — inventory models, GPU clusters, SaaS AI seats, and the data paths they touch. Separate experimental spend from production. Age and last-use matter more than list price.
  2. Modernize — move what still earns its keep. Do not lift-and-shift the graveyard of unused shares and idle clusters into a more expensive cloud.
  3. Optimize — right-size the working set. This is where results like our 17TB to 2TB database rebuild come from: less junk in the path, not a faster disk under the same mess.
  4. Secure — shrink permissions on data and identities that agents can reach. An unused GPU cluster with open access is a cost problem and a breach surface.
  5. Retire & Recover — certified disposition for hardware and data that no longer earns its place. EcoGreen has recovered $1.2M+ in asset value this way. That is the last mile most FinOps programs never reach.

One accountable partner for the complete cycle is how you stop paying for the same idle cluster in power, in cloud, in backup, and in the AI index.

A 30-day pass over your own AI bill

Week 1 — Separate the meters. List every AI line: GPU capacity, model API spend, AI SaaS seats, and the data platforms feeding them. Tag experimental versus production. If you cannot name an owner for a line, it is already waste.

Week 2 — Age the estate. Last-access on file shares feeding RAG. Utilization on GPU clusters. Seat activity on AI tools. The same four buckets used for dead data apply here: active, retain/archive, sanitize and retire, destroy.

Week 3 — Cut the hot path. Take inactive data and idle capacity off the expensive tier. Right-size the databases and warehouses that grew because nobody deleted the staging copies. This is optimization, not a new platform purchase.

Week 4 — Close the last mile. Hardware and licenses that are done leave with chain-of-custody, valuation, and an ESG record. Residual value funds the next cycle instead of vanishing into an untracked write-off.

If you run manufacturing, finance, telecom, or government estates — EcoGreen’s core industries — the pattern holds at scale. We already operate in 5PB+ ecosystems and have moved 300+ databases with zero-downtime cutovers. The constraint is rarely the model. The constraint is ownership of the lifecycle after the pilot goes live.
